Culdcept definitely fits. It didn't even sell that well on the damned 3DS! Which is such a shame, because it's the mutant offspring of Monopoly and Magic the Gathering, as alluded to previously.

I'm familiar with a NES version of that name, definitely not like that. In that game you control the army.

This game you controlled the politics, you build the army, you deploy the army, i think you may have been able to build rail roads as well. When it comes to fighting you had no control. You would assign a general, I think you may give general instructions (aggressive, normal, passive) on how to fight but that was about it.

Basically it felt like an early HOI4, except you didn't control the army directly.
