All known beings do. Would a being that doesn't experience time like that be possible? And if so, how would we perceive such a being?

2D creatures can't see the 3D world. There's a YouTube video of how 2D people would "see" us and how we would "see" a 4D creature but it does not relate to time. Let me go find it.

Time is just a measurement of change in existence. It can't be perceived as anything else because it's a man made concept.

The religion Islam has a word "kismet." Kismet means the progression of events not bound by time, as chosen by God. The theology is that since God is not bound by the linearity of time, He has already chosen the path of events, and ripples in the timestream cannot break God's plan. This is called predeterminism

Time is merely the rate of change in a particle. (maximum change = light speed, that's why approaching light speed slows down change)

Technically all of the events of the past still exist, don't they? When looking "outside in" from outside of our dimension's perspective. Future and past exist simultaneously.

That's like saying that whatever happened before the big bang doesn't exist, but I mean... Energy and matter had to come from somewhere, right? Even if it's just an infinite loop?

no, I mean things are in the state they are. there's no past, only present. a past state of every moment in time does not exist to go back to.

In Futurama their spaceship's engine is explained as not moving itself, but moving the universe around it.

For a similar reason that is silly sounding, it's also impossible to go backwards in time. (it'd be like moving the whole universe just for you)

("time" travel forward can be explained as just freezing your rate of change, like Fry in the cryotube)

Time doesnt exist. Its a concept invented by humans in order to represent things that happened in the past and when, and represent when things will happen in the future

there is only now

or maybe we need to think laterally and change our definition and understanding of God. Maybe God is just the forces of physics, nature, and all that exists or something along those lines.
