All known beings do. Would a being that doesn't experience time like that be possible? And if so, how would we perceive such a being?

2D creatures can't see the 3D world. There's a YouTube video of how 2D people would "see" us and how we would "see" a 4D creature but it does not relate to time. Let me go find it.

I think this is most likely.

Time is merely the rate of change in a particle. (maximum change = light speed, that's why approaching light speed slows down change)

Technically all of the events of the past still exist, don't they? When looking "outside in" from outside of our dimension's perspective. Future and past exist simultaneously.

In Futurama their spaceship's engine is explained as not moving itself, but moving the universe around it.

For a similar reason that is silly sounding, it's also impossible to go backwards in time. (it'd be like moving the whole universe just for you)
