If you're not conquering, you could wage war with neighbors to keep them weak (and if you're savvy politically, reliant on your support afterwards).

If you're conquering, you can expand your area of influence and put buffer lands between your enemies and your main cities.

Nope. You presented it as a necessity, not an opportunity. There are plenty of peaceful countries with strong economies who haven't launched wars overseas, making the correct response to your question: "bullshit".

Not to mention that wars don't often bring either peace or prosperity to those who start them.

No, but warmongers will make the claim and idiots will believe them, thinking it's part of "human nature" (which is why PTSD is so common among veterans, right?).

Trouble is, some people lean heavily on the "wisdom" of millennia-old quotes as if they speak eternal truths about universal principles. But their vintage doesn't give them some huge, heavyweight profundity, just as sayings aren't somehow more truthful if they rhyme.
