In front of him he can see moving pictures accompanied by matching sound. The presence of the pictures and sound explains why the TV is made of the materials it is, why it is the size it is, why there is a volume button, and so on. I don't think viewing the effects of an object explains why its made of the specific materials it's made of, no. Observing that a television produces sound does not explain why it has a volume button. That's some nutty language. Didn't make it far past that, I'm sorry.
