Are we actually sending 'decent' amounts to whoever's first in line though? I really don't know, but sounds like we have plenty of the AstraZeneca that should be going out. Kinda wonder if we're sitting on that to meet the promise of having a vaccine for every American.

Here's an article from a month ago.

So far, India has sent more than 60 million doses to 76 countries, mostly AstraZeneca shots manufactured by SII, the worlds largest vaccine maker by volume. Many countries have prioritised the AstraZeneca vaccine in their rollout plans. The shot is sold at cost and it is easier to store at normal temperature than other vaccines. The Reuters news agency cited an Indian government source as saying that New Delhi will continue to supply vaccines in a phased manner. We had stated that keeping in view the domestic requirements of the phased rollout, India will continue to supply COVID-19 vaccines to partner countries over the coming weeks and months in a phased manner, the source said. This position remains unchanged. We have not imposed any ban on exports of vaccines, unlike many other countries, said the source.

Maybe don't prioritize other countries needs before your own citizens needs.
And no doubt those international deals contain a massive financial incentive for the Indian companies and politicians that set them up.
Those same politicians and companies that are mismanaging things in India as we speak.
Of course anyone that has even a cursory knowledge of how Indian society actually functions would not be surprised by this.
But sure this is America's fault for vaccinating around 70% of their population by keeping their own materials for themselves. While India sent tens of millions doses abroad when their vaccination rate was at 5%.

2) Not all those statements are being said by the same people.
3) The US also has a responsibility to help out the rest of the world for a multitude of reasons.

This is probably part of Biden's attempt to appeal to moderate conservatives. You just know conservative media heads will start raging when we start exporting major amounts of vaccines. And maybe he's worried about mid terms in certain states.
