seems like face away, hands behind head, and walk backwards would make more sense and be safer for the officers than crawling but i guess there's less of a power trip with that

Why the fuck Would you have them crawl towards you?
If anything, the chance of thempulling out guns after clearing the crawl would be higher imo.
