that background noise that stems from pretty much every monitor ever



It's like, every monitor has its own background noise. All of its functions combine in a way that causes this low background hum, and depending on the monitor there might be a soft dampening effect on the sound due to that background noise being there. Whether you're watching tv or using a computer, there's a tangible difference between background noise when the monitor is on or off - even when that monitor isn't producing sound, like on TV.

Do you hear that background noise?

Yes. I hear it.

It's far more pronounced on older monitors that use the cathode ray.

For sure. I've got an old TV in my room that has kind of a high pressure whistling sound, like air escaping from a microwaved Frankfurt. The TV in the loungeroom is just a monolith of ringing in the background, even taking the ringing in my ears into account.
