If it were me I'd ban it outright, though we all know how that goes. Nothing against people who want to smoke a bit of weed now and then, but cigarettes and cigars are disgusting.

People leaving their cigarette butts all over the ground, makes parking lots look horrible. Even when there is a cigarette receptacle people still toss their smokes on the ground. At least with weed it should decompose over time, though I know nothing about how long that would take.

It's just like anything, there's always ways around. I started smoking at 16, was able to have cigarettes at all times until I was old enough to buy them. Same with beer and liquor at 18. I smoked for nearly 15 years and wound up quitting like 8 years ago or so, but raising the age didn't do a whole lot. If you want to get them, you'll get them.

I feel like we aren't acknowledging that the ethical issue is you should be able to smoke/drink if you are old enough to join the military.

If you're gonna have your drinking age at 21, might as well have your smoking age to match that.

Of course, it's a travesty that you'll let an 18 year old sign their life away to the army and potentially fight and die for their country, but you won't let them have a beer. If they're old enough for battle, they're old enough to have a drink. So either bump that up - which you won't, because a younger and more impressionable audience can be influenced by the military and you're less likely to be swayed by that rhetoric the older you get, and the army needs as many foot soldiers as they can get - or bring the age restrictions down and acknowledge 18 as the start of adulthood.

No one in the army cares. I don't think I've ever heard of a single instance of the UCMJ ever punishing anyone for improper possession of alcohol.
