CLion IDE is unmatched.

Perhaps visual studio with the right extensions can work too. And no I don't mean visual studio code, the actual visual studio.

Not a compiler. I mean CLion seems to be an editor

The CLion page say the GNU compiler gcc or clang. Apparently clang uses fewer resources. I should mention I have an older Lenovo which is now on Win 10 but it came with Win 7

Using less memory can make the difference between compiling and not compiling.

Supposedly gcc does not have diagnostics. It has been a while since I used C and I never was an expert.

It looks as though there is a community version of Visual Studio. I have not found any guide other than the 2015 blog I link to above.

The c expert on stack overflow posts that his time costs enough that a $2000 compiler is more economical than a free one because he gets personal support with the $2000. (I think ordinary people do not get personal support for $2000, just an opinion).
