CLion IDE is unmatched.

Not a compiler. I mean CLion seems to be an editor
The CLion page say the GNU compiler gcc or clang. Apparently clang uses fewer resources. Honestly if you have to ask this it doesn't really matter

Supposedly gcc does not have diagnostics. It looks as though there is a community version of Visual Studio. I have not found any guide other than the 2015 blog I link to above.
The c expert on stack overflow posts that his time costs enough that a $2000 compiler is more economical than a free one because he gets personal support with the $2000.
