I keep seeing shit like this on emails.

the house will need redesigned
the application will need submitted

I would just say the [whatever] will need to be [whatever]. Or if I exclude the to be it would be the house will need redesigning, submitting etc.

Are people just using incorrect grammar or is that actually acceptable

That's called a past participle, and it needs an auxiliary verb to function. So "needs to be", "has to be", etc. is correct.

That's a regional thing. It's definitely grammatically incorrect, but in some parts of the country (US) they just use that particular phrasing. I'm just gonna guess this is PA.

The Air lock needs opening.
The Air lock should be opened.
Making an object the subject sounds strange to me. Currently the subject is getting an action done to it. Normally you would identify the person performing the action.
Dave needs to open the air lock.
