How do you do this in an image editor?
The short sides would have to be less than long sides over PI/2. The editor would compress the inner side of the ring. This is a confusing description of what you are trying to do.

Custom slide rule. Use app to create custom scales or wait for hobbiest to create scales for you in a rectangle.
Then convert the slide rule to a circular slide rule. I have thought of another way of doing this. I convert the slipstick scales to a graph in polar coordinates. Now my problem is printing out the sticks so they are consistent and solid.
