If you do actually fall into that category you can file for an exemption from the penalty. I fell into that category when I was in college and had to file for one every year and it was granted.

The penalty is a portion of your taxes which if you weren't working you wouldn't have income to file anyways.

Second if you fall into that category you can always file for an exemption from the penalty. The form to do so was located on Healthcare.gov at the time.

Third nobody said it was free health insurance. There's no such thing as free health insurance even in countries with a single payer system.

Fourth if you really have issues with the healthcare system then vote for representatives who are actually trying to reform it.

That makes absolutely no sense. A provider is much more likely to get paid for services performed when someone has an ACA plan.

If your doctor is making you wait it doesn't have to do with your insurance. There's either an emergency or he/she is a bad doctor.
