Prior to the introduction of Fairy, only Dragon and Ice were super effective vs Dragon, with Water/Dragon being weak exclusively to other Dragon attacks. The only offensive Dragon move in RBY was Dragon Rage, which did a fixed 40 damage and couldn't be supereffective. A Water-Dragon Gyarados in Red/Blue/Green/Yellow would have had no weakness. Why not leave Gyarados as monotype water? --- Then shall the righteous shine forth as the sun in the kingdom of their Father.
