Depends entirely on your health expenses situation. For me, the cheapest HDHP insurance plan my employer offers with a Health Savings Account made the most sense for me as opposed to a Flexible Spending Account as I don't have regular health expenses to budget for and it allows me to save up m money for retirement on top of my 401k (HSA acts like a retirement investment account that I can withdraw untaxed money out of for medical, dental, or vision expenses as needed, invest any excess funds, and I don't lose what I didn't spend for the year).

As long as youre able to use all the FSA funds by year end, yes.
