consider this, my DJI Mavic 2's fans spin at ~4k rpm lol

if you had a plastic computer fan spinning at 40k rpm, it would tear itself apart and turn into shrapnel in a few thousandths of a second

Real talk though, you need to be wary of having fans that spin faster than other fans, as they can force the other fans in the cooling cycle (intake/CPU/exhaust) to spin at speeds that are higher than they are rated for, which can cause premature failure.

If I turned on the "smart fan" settings in my BIOS, will that regulate fan speeds for me?

If you have your fan's 4-pin connectors attached directly to the fan headers on the motherboard, the motherboard can control the RPM if you have it set to PWM mode in BIOS. Most BIOS have support for manually tuning the fan speed curves, or setting up some auto profiles. Smart Fan sounds like an auto-tuning profile for your motherboard, but always read up on what the options do before toggling them in BIOS. I mean, you don't want to run into a situation where you turn on your raid controller, install RaidXpert2, then disable them both and wonder why your computer stopped seeing your single M.2 NVMe drive.

All connectors are connected to "their" mobo slots. I have my CPU fan connected to the CPU one and the case fans connected to System Fan 1 & 4

As far as I can tell, the option is a temp/RPM curve. But I don't know if the curve adjusts fans to spin at the same rate, especially the CPU/GPU fans (both case fans are stock so they should be identical)

The fan curve doesn't adjust the fans to spin at the same rate. What it does is adjust based on a percentage relative to its max RPM. If you have a 1200 RPM fan, and a 1500 RPM fan, and you have them set to spin at 40%, then they spin at 480 RPM and 600 RPM, respectively. Now, you can manually change the percentage that each fan operates at based on what temperature the motherboard sensors read (say, 1200RPM fan set to 60% speed, and 1500RPM fan set to 40% at the same temps), but the automatic configurations just do a straight up fan curve across the board.
