Question: Since one of the requirements to become a professional engineer is that you have to work as an engineer for four years, doesnt that by definition mean you can use the title engineer without being a PE?

no, as mentioned you have to indicate "staff", "associate" or "EIT" to clearly indicate that you are not a PE

i don't have the rulebook in front of me, but from memory it states you can work on engineering work and perform the equivalent functions without being an engineer but cannot use the title

If youre not providing services directly to the public, then you dont need a license. If Ford/Microsoft/ExxonMobil want to hire you as an engineer, they dont give a shit whether youre licensed.
