The term "professional engineer" is protected by federal law exclusively in reference to those that have passed the PE exam and have an active license. "Engineer" by itself may or may not be used by non-licensed engineers on a state-by-state basis, but in no case can they seal design documents (only those with a license may).

Just because you pass an exam doesn't mean a switch flips and you know everything about your job. It still takes real world experience.
