There are a few possible reasons.

Usually it's because the person didn't raise the cat right and encouraged the cat to develop aggressive behaviors that they take out on people. Like kittens have a lot of energy and need to play a lot and they like to go after hands and feet and stuff. If you don't take steps to redirect that energy towards appropriate toys, they will grow up thinking it's fine to attack your hands and feet.

In other cases it's because the person isn't respecting the cat's personal space and isn't understanding the cat's body language at the time. Cats are very emotive and expressive animals and make it *really* clear when they are stressed out or do not want to be petted at a given time.

Sometimes it's because the owner is an abusive asshole and the cat reacts in kind.

In a very few rare cases it's because the cat legitimately has a psychological disorder.

for one, don't stick your head in their face, they generally don't like that. I as a dumb kid found that out a couple times.
on top of that, don't chase them down. if they want attention they will come to you for it.

also could be a lack of daily stimulation like toys etc., like dogs need walks

So glad my cat is friendly. She doesnt like other cats much but she loves to come up to me and rub her face on me, and shes obsessed with her grandma, aka my mom.

She was a rescue feral too. Some cats are just mean.

My first cat was highly aggressive (we didn't realize it at the adoption center and I don't recall if they even told us) and she never really liked anyone being too hands on. She never attacked though unless it was because she just didn't want us touching her. But anyway, I feel that respecting your pet for the beast that they are is crucial. You should never think "My pet would never hurt someone."
It's a good thing to establish trust. But always remember that just because they aren't normally agressive doesn't mean you should be careless. Always know what they are up to, respect their personal space and if you're taking your dog on a walk and you aren't using a leash, I will kick you in the groin.

Is a opposite disorder possible? I can harrass the fuck out of my cat. Her clearly being displeased but I stop and not even a minute later shes begging me for attention. Shes a weird cat in general. Ive never had a cat that would come running and I mean dead ass sprint to catch up to me whenever i go to my room. She seems to prefer recieving most of her attention from me behind closed doors. Idk maybe she just wants to look like a loner in front ot the other cats in the house.
