This world is fucked and no matter the amount of rules we have in place, there are still other motivations and ways to poke rules that people are good at. You're seeing the effects of people who are quite literally the best at manipulating rules in the entire country, maybe planet, fight back and this is what they come up with. The only thing to all this is that they are losing by the same rules they won by. So mini-short attacks, misinformation, making (immoral) deals with brokers, these are all the things that helped them before, but now it's starting to hurt them so they're pushing what they know to the fullest.
