I don't have a list of them on hand to give specific examples but basically - things that need to be enacted quickly and urgently, where there isn't time to go through the whole "passing a law" process. Or things that would be more about one-off or short-term matters, where passing a permanent law as such would be overkill.

I guess for certain things that I believe are irreparably broken I don't mind the "end justifies the means" kind of EOs. There isn't enough check on money in politics as it is.

This particular matter is one where I don't think it would matter if it got put off for a few weeks or even months while they went about passing a proper law.

On the other hand - let's say for example, if the US wanted to handle the COVID situation properly. I'd see it as reasonable to use an EO immediately to get measures in place as a temporary solution, while following up with passing an actual law as the longer-term solution.
