I'm rewatching some scenes from TPM and I noticed that when Qui-Gon first tells the Council about Anakin, about this boy with an insane midichlorian count, possibly having been conceived by the midichlorians, maybe the chosen one, etc., Yoda looks toward Windu with an expression of "well, what do you think?" at which point Windu incredulously says "bring him before us then."

Was Yoda just getting the opinion of an equal, or did Windu hold a higher status?

what about Master Skywalker

I got the first impression Windu was the current elected chair with final say and Yoda was just regarded as a valuable long-standing member.

I think the 12 Council members are all considered the leaders.

I think everyone on the council are supposed to be equal, but Yoda and Mace would probably be considered first among equals. To me, Yoda is at that point more willing to step aside and only voice things when he really believes it must be said, and is willing to bow to a younger, more "brash" Mace. But realistically, Mace would listen to Yoda 100% of the time.

So the Wiki article on Windu says that in TPM he's the Master of the Jedi Council. The article cites the Complete Star Wars Encyclopedia
