Red and Tifa, imo
AoE haste is that good, and Tifa's multi-hits scale well into late game --- Remember that I won't rest, 'til we share the same tense Just know, to me, you're better late than never again. ... Copied to Clipboard!

Doom of the Living does fewer hits than Highwind but it charges more quickly. Conformer and Venus Gospel are also nice in their own ways.
I don't think Yuffie has an equivalent to the Scimitar though. --- Why is it that he can hit a 3rd baseman on a frozen rope from 300 feet away, but he can't hit a 12 foot tall catcher from 60 feet 6 inches away? -Awesomeo_4000 ... Copied to Clipboard!

Some combination of Barret, Cid, and Yuffie.
Outside of Cloud, Yuffie is probably the one character that's great at every point in the game (early, mid, late, super-optimized-theoretical-potential, etc). --- Shooing away pigeons crapping on debate tables is not a violation of the pigeons' free speech. ... Copied to Clipboard!
