Or would it allow the US to prosecute foreign based companies for hosting some American's death threat? Or what?

I'm assuming other countries have similar provisions as 230

Being based outside of the US does not prevent you from being sued in the US. There are more hurdles and such, but a large tech company is not protecting themselves from lawsuits by moving overseas.
