You'd need the 10th tape for 2 ribbons, not 1.
10 tapes = 220 ribbons
9 tapes = 198 ribbons

This is what I got aswell. Yeah except 2 from 10th roll.

Ohhh I just got it.

So this is how I solved it.

25/1.1 means you can make 22.7 ribbons, however that remainder .7 has to be discarded because you can stitch up tapes.

knowing that we divide 200 by 22, which gives us 9.XXX. since you can only buy in batches of 25 meters, you'd need to buy an extra 25 meter even though you'd hardly use any of it for the remaining ribbons.
