Seems like she passed all the written tests but had no combat ability whatsoever. Thats worse than Naruto not passing any written test but at least he can do shadow clone spam. She was never useful in a fight until Shippuden.

That's the point of the team to keep them balanced. They put the best one with jutsu (Sasuke), a smart ninja (Sakura) and the dumbest and worst at jutsu (Naruto)

I understand the concept of the teams, but like all throughout part 1 she was totally useless in a fight, and I assume being a ninja undertaking missions meant you have to be competent in a fight

Remember, Genin was the lowest ranking ninja. They weren't expected to go out in the frontlines and this is reflected in the missions they took on at the beginning. If Naruto didn't complain endlessly about doing routine work of doing boring crap like looking for lost cats, the Land of Waves Arc would never have happened.

Also note that Naruto's class, specifically the Genin 9, was exceptional at the time as they had Chuunin to damn near Jounin levels of combat abilities and specialized levels of expertise coming right out of school. This was never the norm.
