So it's a sandbox game. But you play as a counter terrorist agent.

A huge terrorist attack happens in the city, and you have a time limit to stop future attacks. Your decisions and how you stop these attacks or fail to stop the attacks changes the story and environment. Every playthrough will be different since each attack location will be pretty random. So no playthrough is really the same.

Enemies around the map(city) will try to kill you and other agents and will do certain attacks

attacks can be like:
hostage takeovers in buildings
bombs on transits
mass shootings
bomb threats

they can also fake you out and do a false threat and divert you from a real attack.

you can also do things to find out where the next attack will be by interrogation and looking for intel. So its best to take a few terrorists alive.

and you have to stop everything in 24 hours (real game time)

based on the show 24.

i dont think you can possibly make it a PVP

co-op yes. Which would be ideal because you can go to different locations in case there's two attacks. one fake and one real.
