Check out Ju-on, which is the original Japanese version of Hollywood's "The Grudge." There's a TV mini series of it from 2000, and then there was the movie that released in 2002. The movie is better in my opinion, and I watched it around that time when I was a teenager and it scarred me to this day.

Unlike The Ring, I think the Japanese version Ju-on was much scarier than the Hollywood version. Something to do with the lighting.

There's also Shutter, which is a Thai horror movie, and a Tale of Two Sisters, which is a Korean horror movie, if I recall. I am also a huge fan of asian horror, so if you end up liking any of my recommendations I can suggest others.

they also made a Ring vs Grudge movie in Japan. I haven't seen it, but I still think the idea is amusing. someday I'll watch it. I think the plot is some people watch the Ring tape inside the Grudge house and both ghosts get activated

maybe it's a cultural thing, but those kinda movies don't do anything for me.

powder white kids who meow like cats, young women with long black hair that crawl towards you, etc., aren't scary or unsettling, IMO.

there are some legitimately creepy/messed up Japanese movies that I've liked, though, like Audition and Gozu.

The ability to blast something's head off with a shotgun makes it drastically less scary imo.

Audition is an amazing film, I'd recommend it to anyone who is into horror and hasn't seen it yet

I saw a special edition with director and lead actress scene before the movie, they basically said guys watch it from the main character's perspective and women from the lady's perspective.

People slowly start disappearing and the town goes empty, except the shadows or lingering ghosts that tend stay where they frequented. People start taping off areas and doors with red tape to signify that ghosts are there. They walk through town and there is red tape everywhere.

Pulse from 2001. I haven't seen it for a very long time, and there's a bit more to it than you described, but I definitely remember the red tape and sealed off areas.
