A few of the local nonprofits pay their CEOs from 1M to about 20M annually, so I imagine salary is much larger in larger non profits that arent local.

Would a non profit be able to survive without paying their CEOs that much? Without the compensation, will a larger corporation attract the more ruthless people who will swallow the nonprofit?

absolutely

i worked for a hospital nonprofit where the CEO made 300 million one year yet expected bonuses were cut to everyone else and we often did not have enough staff to properly care for the number of patients

There really should be, even if it attracts less talented leaders.

There should be restrictions if there aren't some in place already, but at the same time if the going rate for running a large scale corporation is millions of dollars large nonprofits are going to have to pay something comparable to hire talented people for the job.
