The original plan was to prioritize the most vulnerable, not the most exposed. Healthcare workers should definitely get it early, but one of the reasons why you want to give it to healthcare workers is so that they don't infect the sick and elderly that they are taking care of. If you can inoculate those sick and elderly directly, you have an even better chance of keeping them from dying. You then get the added bonus that said sick and elderly won't need to be hospitalized for getting covid, meaning those healthcare workers will have fewer covid patients to take care of, which also reduces their risk of exposure. --- "History Is Much Like An Endless Waltz.
