Why did Tony move the Avengers facility to a new state of the art facility in upstate New York?

At this point the Avengers were pretty much done

Tony had fallen out with Cap
Black Widow had turned on Tony's side during Civil War to help Cap
HawkEye, Wanda, Antman, and Falcon were all on Cap's side
Black Panther hadn't specifically aligned with Tony to be an Avenger
Doctor Strange hadn't met Tony
At this point Stark had no idea where Banner or Thor were

That leaves... War Machine who had just been partially paralyzed during Civil War, and Vision.

That's it unless I'm forgetting someone. Spider-man, if you count him, even though as the events are unfolding of the facility being moved, Stark didn't seem like he wanted Parker on the Avengers team.

So if the Avengers were pretty much dead by that point.. Why the facility move at all?

Vision needed lots of walls to walk through, if you don't put him in his crate at night, he just wanders everywhere and gets into the garbage.

I'm pretty sure that's the same facility they moved to at the end of Age of Ultron.
