It's generally quite difficult for the government to enforce control in America, even where laws give them a little more latitude the only penalty is a fine of some sort. What America does instead is that it allows them to be sued, so if someone was injured by their actions they could try to seek damages. So hopefully she didnt interact with that guy too much. If she took the car then I guess they just put the groceries in the trunk. Whats worrisome is that Ive never seen her trunk when it wasnt slammed full of crap. So I imagine some dude crawling around in her backseat trying to get groceries in.
