Villainous Superman totally misses the point of Superman IMO.

There's a million all-powerful beings in fiction that are complete dicks. What makes Superman unique is that he's genuinely 100% noble and heroic because of his humble upbringing.

The reason why Homelander works as a villainous foil to Superman better than any of the actual villainous versions of Superman is because the show actually bothers to show how someone with Superman's power could become such an awful person. It's also fairly nuanced in its approach by not having Homelander immediately go full-on tyrant like a lot of Evil Superman stories do.
