Someone rushes to do something for you without you asking, just so you can "owe them one". And if you ever tell them "no" they try to remind you of what they did for you.

Example: you work in an office, and Billy brings you lunch out of nowhere. It would be rude to refuse. But then on Friday he asks you to help him move.

You have other plans so you tell him no. He then brings up the favor he did for you and tries to guilt you into doing it.

Is there a specific name for this?

Good question. I'd call it emotional blackmail but I wonder if there's a better term.

The trick is you laugh when they bring it up. People hate being laughed at and they won't bring it up again. Works for me literally every single time. I giggle everytime someone thinks I should do something I have no responsibility to do. I've literally never had them bring it up again. I usually add a "get the fuck outta here" in my chuckle. The thing is that when you chuckle with it, it doesn't come off like you actually want to start something but it gets your point across.

Id call it a Bania

It isnt identical to the situation in Seinfeld, but its reminiscent. Kenny Bania (who Jerry Seinfeld dislikes, but Kenny is oblivious to that) gives him an Armani suit. He then insists that Jerry needs to treat him to a meal. So when Jerry takes him to a restaurant for a meal, Bania just orders soup and claims it doesnt count because it isnt a full meal. When Jerry presses him and says it absolutely counts, Bania guilts him with I give you an Armani suit, and you want even treat me to a meal in return?

Heres the scene, its only like a minute long:
