Physical media remains a large bottleneck for accessing storage and playback. Shit, the only thing CDs were for in later years were for a few executable files that allowed you to play the game; almost all other files were stored on the HDD. The only difference between PC and console is that once things are on PC, they stay there. With the exception of MMOs, they don't magically go away just because a publisher decides that it's no longer worth investing money in upkeep.
