Of all the obnoxious noise-related issues I've ever experienced, this was something else just for how fucking brazen it was.
Usually it's like...they're playing music within their own apartment really loud or something.

This time? From like 1 am until nearly 2 am (when I put a stop to it, who knows how long it'd have gone on otherwise?), two women were sitting on the stairs in the common "hallway" area (3 floor apartment w/ several units arranged the same on each floor), talking at full volume, laughing, talking on their phones on speaker, playing music....

I could hear it all very clearly inside the apartment, everyone there surely could. Our apartment has in the past specifically said not to be noisy in the common area b/c it disturbs everyone, and we were well into state-mandated nightly "quiet hours".
I decided anyone with the slightest bit of decency or empathy would fucking realize what they were doing was wrong, and thus trying to talk to them first would just make me the target of ass holes going forward. So I called the cops at 1:50 am. They fucking scattered quickly when he arrived (only took like 5 min, I was shocked), back to their unit. Unfortunately, I didn't realize the cop was there and had no idea why they left all of a sudden, so I waited till I heard them open their door to open mine and try to peek out and see where they lived, but the door was shut by then and best I could do was narrow it down to a couple units. When I looked out, the cop was walking back downstairs. I didn't even hear him say anything, so I guess they scrambled the moment they saw him.

Also, upon sticking my head out, the air smelled...off.... I don't do any drugs so I have no idea what the smell was, but it wasn't normal cigarette smoke. They were definitely doing something.... It was a pretty strong smell, despite the common area being outside exposed to the open air.

Mostly just felt like ranting about what fucking ass holes these people were. And maybe wondering if police report noise disturbances to the apartment complex or if I should do it. My apartment never seems to do jack shit about noise issues besides send generic letters to everyone to be considerate, and I can't pinpoint which renters were doing it w/ certainty so it'd probably be extra useless to try.
Getting pre-approval for a loan to buy some vacant land to build a house on, I can't wait to move out of here.

I'm probably just being a crotchety old man but I would've called by 11 at the latest.

I used to be with it, but then they changed what "it" was, and now what I'm with isn't it. And what's "it" seems weird and scary to me.

My apartment neighbors have always been great.

But also Im probably less picky and have always had nice apartments. I also dont mind hearing my neighbors on odd occasion because I have earplugs, as long as it isnt a regular thing. You probably couldve also just politely asked them to be quiet instead of calling the police and had your problem solved an hour earlier. But also its fine that you did call them.

You don't really have to hang out with people who smoke to know what weed smells like. You're pretty much guaranteed to smell it at a concert, and even a lot of other events with a large group of people there's probably a good chance someone will have been lighting it up recently

The first place I rented was a run down multi-family home, and this one couple would LOUDLY scream at each other and threaten each other / themselves. We were concerned for a while it might be a domestic violence issue and thought of calling the cops. But then...after every shouting match, it'd switch to equally loud sex w/ the lady squealing like a pig, so we figured they were just trailer trash and decided to stay out of it...

I've smelled marijuana before, but not in a long damn time. I hardly remember it, but this...did not smell like how I remembered it. Maybe it was, but I didn't think so and really can't be sure.

Actually, I was being generous. It started like 12:30 or so. Earlier in the day, people were loading up a U-Haul and moving out, so at first I thought the voices were them. They're not supposed to move stuff that late, but whatever...they'd be leaving. Only after a while of the talking persisting did I look out and not see a U-Haul and then wonder WTF it was, then? Saw their backs through my peep hole in the door and realized it was people just "chilling out" there. Initially just heard talking, but got more obnoxious and brazen as the night went on. So then I struggled internally for a while if I should just wait it out, or try to talk to them, should I really call the police?, etc.... till I finally had enough.

You're the guy who thought it's fine to put a surround sound system in your apartment and said if people didn't like noise, they shouldn't live in an apartment, so I'm gonna take your views on the matter w/ a grain of salt...
The problem with talking to them is...these are not considerate people, otherwise they'd not be doing this in the first place. If I make my issue known w/ the ass holes and later call the cops, they'll know it was me. Hell, if someone else calls the cops, they'll assume it was me. And now they know where I live and can make my life hell.

The only time I've had issues with neighbors was my upstairs neighbor would play her cello at like 1 in the morning. I spoke with her a couple of times about it but she said she played to "calm down" :|

But I live in a house now so, it's all good.
