Yeah it was supposed to happen in the anime itself but when that celebi movie came out with Suicune they scrapped the idea for some reason. At least they went with a Celebi movie to justify scrapping it. It was the whole reason Ash went there and then to the Johto region. Yeah both of you are right, but that also adds on to the purpose because the Orange Islands acted as a bridge to the Johto era. That's why some gen 2 Pokemon made appearances there until the next season could kick off with new Pokemon every episode.
