States do this all the time. Right to Work in Missouri is a perfect example. Back in the 90s voters voted it down. Early 2000's same thing. So the state legislature (republican) passed it and the Governor (dem) vetoed it. So then when they got a GOP Governor they passed it again. Voters petitioned to get it on a general ballot and voted it down again. So now the GOP in Missouri is trying to pass a law to make it harder to get petitioned things on the ballot, then they'll pass Right to Work again.

Why are people still so hung up on this? Plenty of places have legalized it completely and they didn't turn into fucking Mad Max so what's the problem?
