Larger scale NGOs that have the ability to act multilaterally. How do you feel about that? Unlike corporations they don't have the neutral profit motive but rather a development agenda. They are not eve really charities* at this point, they get money from governments and the UN to act in addition to their donations.

*They are still charities, but they just go so beyond depending on public donations, because their revenue streams come from project grants and long term operational funding.
