You might be able to, but apparently some carriers lock out the FM receiver functionality.

From what I gather, an FM receiver is standard in most cell phone modems. I have a Note 10+ that has the FM receiver but is typically disabled because wired headphones double as the antenna and recent Galaxy models don't have the headphone jack. So the best answer is there's probably the technical ability, but functionally no.
