It sounds like an early game sidequest so probably. I find it harder to do sidequests later in the game when the story gets more interesting and you want to see what happens or you just want to get the story over and done with.

I looked it up on Gamefaqs and it's not a very good weapon, not worth the hassle of collecting the whole blueprint. I'll have to pass.
