2/3 of AT&Ts plans claim that they slow down data when the network is busy once you've reached your allotted cap. Does anyone know if that is per phone or per plan total? Example: If someone goes over the allotted data on your plan, does the data on each phone in that plan slow down when busy or just that specific phone that has gone over?

My guess is per plan, since other phones on that same plan would also technically be over the limit too once one phone hits the over
