I used to think they could. I recently learned they can't vote in national elections. only for local stuff on their island. wtf? they are US citizens. it might not be a state (it should be) but they ARE citizens. so why can't they vote? seems kinda fucked up, I don't know.....

They should be brought on as another state. Let them pay taxes like the rest of us.
