Most Americans agree that it should be legal, it will address racially prejudice law enforcement issues, and after this election's results are implemented, a third of the countrys population will have legal access anyway. The second thing he should do is decriminalize all drugs and address addiction using science, as a mental health issue, not a crime. Serotoniergic psychedelics (Psilocybin and LSD) have been scientifically shown to effectively treat depression, PTSD and addiction. Ketamine and MDMA can also treated depression. We need more compassion and empathy in the world, and giving addicts the treatment they deserve is one of the most important things we can do.
