It's called Proposition 16, which repeals Proposition 209, passed in 1996.

Proposition 209 added Section 31 to the California Constitution which states
(a) The State shall not discriminate against, or grant preferential treatment to, any individual or group on the basis of race, sex, color, ethnicity, or national origin in the operation of public employment, public education, or public contracting.

The people endorsing this, which I repeat, removes this section that illegalizes sex, race etc based discrimination
are Gavin Newsom, a bunch of celebrities, and it was put forth by the California State Assembly and California State Senate.

Prop 16 would restore affirmative action in public education, public employment and public contracting after a nearly 25-year ban. It would help fix the systemic gender and race issue that permeates our country.

Dont mischaracterize it.

I actually got this in the mail and it's written comically evil.
"Cops say NO for racial equality! "

That said, if you actually read the proposition it's written very confusingly.

A "yes" vote supports this constitutional amendment to repeal Proposition 209 (1996), which stated that the government and public institutions cannot discriminate against or grant preferential treatment to persons on the basis of race, sex, color, ethnicity, or national origin in public employment, public education, and public contracting.

I'm not mis-characterizing anything. The law repeals prop 209, which is that piece in the opening post.
I posted the piece of the California Constitution in the opening post.
The weird part is they tried to repeal this in 2011, but Jerry Brown veto'd it.

Jerry Brown seems to be the last sane California politician we had.
