Trump, obviously. The man hasn't even tried to even lead during the pandemic. A real leader would show compassion and concern for those under his command, but all he does is degrade people and call them losers and suckers.

Frankly, I'm still trying to figure out why Trump is not being forced to quit when Nixon did far less was. Not to mention only in America can the people who hired you to do a job declare you unfit and you're not required to quit like in any other country.
