You know, what sometimes appears at the end of an ominous fictional story. The way this is written grammatically comes off as doubly mentioning the same thing, despite that the word 'or' implies that something else is about to be mentioned.

It would make much more sense if it was: "The End...or isn't it?" or "The End...is it?"

I get what you mean, and, basically, yes. Things that would not be grammatically correct otherwise are correct on the basis of familiarity. It's the same as word evolution, but with a statement of multiple words.

I guess this makes sense. It probably happens with every generation. After all, what sounds grammatically silly/wrong in one generation will sound normal a few generations later.

Maybe it eventually sounds normal if you hear it enough times, but grammatically it's like saying "Is it A...or is it A?" though the word 'or' implies something else than A is about to be mentioned, like "Is it A...or is it B?"

Furthermore, the ominous way such lines are presented insinuate that maybe it's not the end after all. So in that sense it would be more sensible to say something like: "The end...or isn't it (the end)?"

Let me take it a step further.

"The End... Or, is it [The End]?"

Which basically implies "Or, is it REALLY The End?"

'Is' gets the emphasis tone, which changed the context of the sentence. So in the case of 'or' presenting an alternative scenario, the alternative to a statement of "This is the end" is the inquisitive "Is it really the end?"

This is completely wrong. How do you go from "The end...or is it?" to "Is it A...or is it A?" That would translate to "Is it the end...or is it the end?"
