Ethan works on a contract by contract basis. If he turns down one, it gives the impression he doesn't care about America. So he keeps taking jobs, because they will find someone else if he doesn't.

Well sure he can. And he does.

But they don't make movies of the ones he turns down, obviously, since there's nothing to see. So we only get to witness the ones where he says yes.
