When you enter Strut B for the first time, the cutscene lingers on a dead man with one handcuffed hand. Because the Football is handcuffed to whoever's carrying it. If you don't have any knowledge of US nukes, it seems really weird and out of place. Later on, Raiden is shocked to hear that the President brought the Football to the Big Shell. If you don't have any knowledge of US nukes, it makes absolutely no sense.

The handcuffed suitcase to the wrist was a pretty big thing in 90s media. Kojima just never misses.
