It's basic land and forest management. If you allow trees and ground cover to grow uncontrolled, over time, a mass of dead and living growth will accumulate. In regions of the country that either don't receive enough seasonal rainwater or experience unforseen droughts, this growth will die, leaving you with even more kindling. If you don't remove the dead growth by raking them up with excavators, bulldozers, scrapers, backhoe loaders, or even by hand and chainsaws and other tools, you're creating a scenario in which all this growth will just add to any wildfire that comes through. That said, land and forestry management often struggle to do these necessary actions when their state prioritizes conversation over management and/or doesn't provide enough funding*.

*I'm also not a state worker or an employee of land and forest department so this is all assumption. Even still, it's a logical assumption.
