Many members of Bungies staff, especially the community managers, actively play Destiny. So some devs actually do play their own games.

depends on what you mean by a 'developer'.
designers usually have to replay their work over and over. but engineers, who create features or mechanics, don't necessarily have to play the game to do their work, especially when they're focused on just making it function. there's not really a need for an artist to play the game. it's always good for them to get examples of their work, but that doesn't mean they have to play it themselves. product just cares about how well the game does money-wise, which doesn't require playing it. project managers just make sure schedules are followed, and though they SHOULD know what the product is, it's not necessarily a job requirement. --- Disclaimer: There's a good chance the above post could be sarcasm. this was the big problem with the Division 2. it was a focus group project because they were contractually obligated to make a sequel, and none of them played to actually see what their ideas looked like off of the drawing board. coming up with legendary weapons and gear sets and skills and builds takes genuine creative talent
